NSW and the ACT’s Premier IC OFR Series
1. Introduction
Motivation
Pro-Line and their Australian distributor HEI in conjunction with MORCC were thrilled to announce the continuation of the Pro-Line NSW/ACT Grand Prix Nitro Offroad Series in 2013. NSW and the ACT have long been in need of a premier competition to bring together our clubs and promote high level racing. The Pro-Line Grand Prix Series filled the role of premier competition in 2012.
In 2012, a 3 round series was run with rounds in Maitland, Canberra and Liverpool, with Liverpool triumphing.
From 2013 onwards the series we hope to offer a series consisting of between 4 and 5 rounds, with each round to be hosted by a different club.
Competition
The competition is intended to be the premier 1-day competition for Individuals and Clubs in NSW/ACT. Pro-Line will supply trophies for the Champion club and Champion drivers. Entries will be limited to 7 race groups (7x12=84 on small tracks, 7x15=105 on large tracks) in order to achieve the one day format. Additionally entry fees have been kept low, and control tyre rules implemented to ensure the events are affordable and a test of driver skill.
Name
The full name of the series is the ‘Pro-Line NSW/ACT Grand Prix Nitro Offroad Series.’ The short name is the ‘Pro-Line GP Interclub Series.’
2. 2013 Rounds – TBC
We are now accepting nominations for rounds for 2013.
3. Host Responsibilities
The host club of each round is responsible for the following:
• Running the event in accordance with all rules in this document.
• Providing competent race officials for the purpose of race timing, race refereeing, scrutineering and coordination.
• Providing a track and facility befitting of NSW and the ACT’s premiere nitro offroad series. The AARMCC rules should be used as a guideline on this point, but shall be relaxed where it is reasonable to do so.
• Reliable electronic timing: It will be required that competitors be furnished with transponders if the system is not compatible with AMB RC personal transponders.
• A minimum standard of scrutineering, whereby a number of vehicles in each race are checked for compliance with the rules at random, and the podium finishers in each class are checked.
• Publicising their round (an rctech thread may be used for this), and taking entries and entry fees. Entries should begin being taken no later than 3 weeks before the event, and should close officially the Monday prior to the race; they must be able to be made electronically. Web based forms such as Slyfox are preferred for entries.
• Take charge of the selling control tyres (supplied by Pro-Line) at the meeting. (Clubs will receive $2 from the sale of each pair of tyres).
• The supply of trophies/medallions for each of the podium finishers in the Championship classes.
• Full results indicating each driver’s club must be provided to the series organiser no later than one week following the completion of the meeting.
• The passing on of the details of any Jury decisions required at the meeting to the series organiser within one week of the completion of the meeting.
• The payment of a $50 administration fee to the Series administrator within one week of the completion of the meeting.
• The organisers reserve the right to grant special conditions exemptions to a host if it is both reasonable and deemed necessary. In such cases these conditions must be decided upon before the commencement of the event and be publicised to competitors.
4. Sponsorship
Series Sponsor
The series sponsor (being Pro-Line) has the following responsibilities:
• The series sponsor shall have naming rights of the series and of all rounds.
• The supply of series trophies for the first 3 positions in each of the Championship classes.
• The supply of a trophy for the Champion Club.
• The supply of suitable prizes for the podium finishers in each of the Championship classes at each round.
• The supply of control tyres for each round (see section on Control Tyres for further details).
• The series sponsor shall have first option on retaining this role in future years.
Round Sponsorship
• The host club may seek additional round sponsors for the purposes such as supplying raffle prizes, etc.
• Round sponsors should be publicised on race day and may be acknowledged in advertising for the round.
5. Championship Rules
Drivers’ Championship
• A drivers’ championship for IC Buggy and IC Truggy shall be run.
• In each round points will be awarded as: {1st: 25 pts, 2nd: 20 pts, 3rd: 16 pts, 4th: 13 pts, 5th: 11 pts, 6th: 10 pts, 7th: 9 pts, 8th: 8 pts, 9th: 7 pts, 10th: 6 pts, 11th: 5 pts, 12th: 4 pts, 13th: 3 pts, 14th: 2 pts, 15th: 1 pt}.
• 1 Bonus points shall be awarded for TQ.
• 1 Bonus point shall be awarded for winning each lower final.
• Where the series consists of 4 rounds or more a driver shall drop their worst round for the series, and the remainder will be their score. In all other circumstances all rounds shall count in a driver’s score.
• The driver with the highest score shall be crowned Champion Driver.
• In the event of a tie the dropped score shall be used as tie-breaker, if continuing the most wins shall break the tie, then most 2nds, 3rds, etc. If this method is unable to break the tie the series shall be decided on the result of the last completed round (or second last, etc. in the event that neither driver competes at said round).
Clubs’ Championship
• The Clubs’ Championship is open to all IC OFR clubs in NSW and the ACT, not just the host clubs. Interstate and International competitor points will be credited to a ‘Barbarians’ team.
• Clubs will score points at every round on the basis of their best 3 scoring IC Buggy drivers, and their best 2 scoring IC Truggy drivers.
• The winner of the Clubs’ Championship will be the club with the most points at the completion of all rounds. In the event of a tie the club with the most A final wins will be crowned champion, if continuing then 2nds will be used, 3rds, etc. If this method fails to resolve a tie the count-back method will be used. If this still fails to resolve the tie the club finishing higher in the preceding year will retain the title of Champion Club (if this occurs in the first year the clubs shall be named co-champions).
6. Race Day Rules and Round Format
Entry Fees
• First class $25, additional classes $15 each.
Jury Decisions
• In the event that any arbitration is needed, either on a point not clear in this document or the AARCMCC rules, or involving a protest, etc. a Jury made up of one member from each club participating at the meeting will be formed. A majority vote of the Jury will be binding. In the event of a tied vote, the nominated Race Director will have the casting vote.
Technical and Sporting Rules
• Current AARCMCC rules as published on the AARCMCC website will be used for all technical and sporting rules, except where otherwise specified in this document.
Marshalling
• Drivers will marshal the heat following theirs unless bumping up.
• Drivers bumping up from lower finals shall not have to marshal the race following that final; instead their place will be taken by the lowest finishing drivers from the previous finals. For example in a 12 car C Buggy final the top 4 drivers bump up, they don’t have to marshal the Truggy B final, instead the drivers who finished 9th, 10th, 11th and 12th in the 12 car Truggy C final will do back to back marshalling stints or provide a substitute.
• The organisers wish to stress that it is the duty of every driver to marshal the races they have been allocated or provide a suitable substitute. Placement in heats may be arranged to avoid back-to-back races for drivers but this will not be the case in finals, and drivers should be prepared for the possibility that they may be in back-to-back races if they are racing 2 classes.
Race Day Classes
• The organisers are obliged to offer the series classes: IC Buggy and IC Truggy, they may at their discretion offer up to two groups (heats) of a demonstration class(es) of their choosing. Demonstration classes may run a format other than that specified in this document.
• A minimum of 6 entries shall be required for a class to run on race day.
• Demonstration classes must give way to Championship classes if time is short.
Practice
• Barring rain the track must be open for practice the day before the meeting (Saturday) between 10 a.m. and 4 p.m. The host club shall have the option of controlling practice if they deem it necessary.
• Practice the day of the meeting is not allowed, except under exceptional circumstances (i.e. practice day rained out).
Qualifying
• Qualifying rounds will be via the ‘uncalled IFMAR staggered start’ method.
• Qualifying heats will be of 7 minute (+ last lap) duration.
• A minimum of 3 rounds of qualifying must be scheduled but can be reduced to 2 if weather delays proceedings.
• Drivers will be allocated points based on their finishing order in each heat (100 for 1st, 99 for 2nd, 98 for 3rd, etc.)
• A driver’s best 50% (i.e 1/2, 2/3, 2/4) of completed qualifying heats will determine their qualifying position (ties to be broken by fastest time).
Finals
• Finals shall be heads up start (i.e. Le Mans type grid).
• Finals shall be of the bump-up type.
• The size of the finals is to be determined by host club, depending on track, stand and pit-lane size before the meeting commences. Options: (12 car mains, 4 bump;15 car mains, 5 bump.)
• ‘A’ Main finals shall be of 30 minutes duration, lower mains of 15 minute duration.
Programme
• There shall be a maximum of 7 race groups at a round (including any demonstration classes). For example 4 Buggy, 2 Truggy, 1 Demo. (For 12 car groups this amounts to an entry limit of 84, for 15 car groups 105.)
• A realistic programme should be set such that racing finishes no later than about 5 p.m. without the need to implement Delay procedures (below).
Delays
If weather, technical failure or force majure interrupts a race day the following actions may be taken in the given order:
• The number of qualifying rounds will be reduced (the minimum is 2).
• Lower finals will be dropped with the top qualifiers in each of the dropped finals passing automatically into the next final. In this case the bonus point for lower final wins will be given to the top qualifier in that final. Lower finals may only be dropped with agreement of the Jury.
• If there is no possibility of completing the A Main finals, providing at least 2 full rounds of qualifying are completed results may be called on qualifying positions and any lower finals so far completed.
Control Tyres
• The Pro-Line Grand Prix Series is a control tyre series. Competitors in the championship classes must use the following tyres in the specified classes:
o Buggy Tyres - PROLINE Blockade M3 Premounted #9039-32 $45.00 set of 4pcs
o Truggy Tyres - PROLINE Blockade M3 Premounted #9046-40 $65.00 Set of 4pcs
• An ample supply of control tyres will be made available for purchase at each meeting by the series sponsor. The tyres will be given to the host club who will be responsible for selling them to competitors at the set price. Following the meeting unsold tyres must be returned to the sponsor along with the takings from the sale of the tyres less $2 per pair sold.
• The use of tyre order forms by the round host prior to the meeting is encouraged.
7. Series Organisation
• For the inaugural two season the rules will be set by the series organisers, being MORCC and HEI. During this period any suggestions made by other clubs will of course be considered. It is intended that organisational responsibility should transition to an independent series organiser employed by the participating clubs, with rules set by a committee of participating clubs in following years, with the ultimate responsibility for the series falling collectively to the clubs of NSW and the ACT at that time.
• The series organisers will see to it that results and pointscores are available on the web, and that the round dates are publicised.
8. Series from 2013
Expanded Competition in 2013
• The series organisers strong desire is that the series expand to include some of the smaller clubs in NSW and the ACT in 2013 and that the competition be expanded to between 4 and 5 rounds. To that end, regional clubs such as Taree, Illawarra, Musswellbrook, Orange, etc. are encouraged to bid for rounds next year.
• To bid clubs simply need to indicate their desire to host a round to the series organisers in writing (email is sufficient).
• Bidding clubs should ensure you can meet the requirements set out in Section 3 (ask if you need help). The organisers may ask for a paragraphs describing your club along with photos of the track and venue if they are unfamiliar with it.
• The series organisers will select the clubs to host the 2013 rounds. Preference will be given to clubs who compete in rounds of the 2012 series. Thereafter the organisers will set up a roster or competitive criteria by which the round hosts will be determined.
2013 Dates
• Dates for 2013 will be set following the release of the AARCMCC calendar for that year. The exact dates will be organised between the round hosts
